Executive Summary

  • The NHS is under increasing pressure, from financial cuts and population needs
  • Sustainability and Transformation Partnerships (STPs) were first announced in December 2015 as part of the NHS England planning guidance, as a new approach to help ensure that health and care services are built around the needs of local populations
  • STPs are gradually being transformed into Integrated Care Systems (ICSs). The change marks a shift from strategy development to practical implementation of the NHS 2019 Long Term Plan and STPs and ICSs have been asked to submit their ambitions and strategies for the next five years
  • As of 1st April 2020 (the new NHS financial year), STPs, Clinical Commissioning Groups (CCGs) and Commissioning Hubs are being significantly reconfigured which will affect how local commissioning decisions are made
