Spain is the fifth largest pharmaceutical market in the EU in terms of market value at ex-factory prices and the vast majority of the medicines market is made up of prescription medicines.
Spain has a decentralised healthcare system which enables each of the 17 Autonomous Communities (CCAA) and 2 Autonomous Cities to adapt European directives and National legislations to suit local priorities. Each CCAA has a similar but slightly different healthcare system with its own responsibility for resource allocation, planning, and financial accountability with the capacity to review national HTA decisions at a regional level. The Spanish healthcare system has been rated as the 9th best health system worldwide by WHO.
