Spain is the fifth largest pharmaceutical market in the EU in terms of market value at ex-factory prices and the vast majority of the medicines market is made up of prescription medicines.
Spain has a decentralised healthcare system which enables each of the 17 Autonomous Communities (CCAA) and 2 Autonomous Cities to adapt European directives and National legislations to suit local priorities. Each CCAA has a similar but slightly different healthcare system with its own responsibility for resource allocation, planning, and financial accountability with the capacity to review national HTA decisions at a regional level. The Spanish healthcare system has been rated as the 9th best health system worldwide by WHO. With the introduction of health indicators, the mortality rate in Spain has dropped well below the EU average, pointing towards a sophisticated, modern Western European and competent health system.
