Executive Summary

Tendering is a method of procurement by which a (often national) body advertises its needs for a service and requests providers bid for the contract to deliver that service. This may occur around vaccines or blood-derived medicinal products, for example, where several companies could provide the service, but need the security of a contract lasting a long period of time in order to ensure stability of delivery and supply. Countries use tendering in different ways for different products.
