Proposed Social Security Financing Act for France 2017

The French Senate has reviewed the proposed Social Security Financing Act for 2017. Some of the changes envisioned include:

  • giving more power to the Economic Committee for Health Products (CEPS) who negotiate drug prices with manufacturers, taking into account new additional criteria during their evaluations
  • changes to the repayment calculations by laboratories in the difference in revenue generated by the ATU free drug pricing (temporary authorisation of use) and the price subsequently fixed by CEPS
    • The transfer will not be calculated on the difference between the price and the CEPS ATU price, but on the difference between the price actually paid by health insurance negotiated after the AMM and the ATU price
  • the Governments plans for a new mechanism to set a cost ceiling / patient drug ATU
